The government of Senegal has formally called for an international investigation into alleged corruption within the Confederation of African Football (CAF), following the governing body’s controversial decision to overturn the result of the 2025 Africa Cup of Nations (AFCON) final.

A Dramatic Reversal

CAF’s appeals board ruled this week that Senegal had forfeited the AFCON final against Morocco, converting what had been a 1–0 extra-time victory for Senegal into a 3–0 loss.

The decision stems from an incident late in the match, when Senegalese players briefly walked off the pitch in protest after a controversial penalty was awarded to Morocco during stoppage time. Although the team later returned and completed the match—with Senegal ultimately winning—CAF determined that the walk-off violated tournament regulations.

Government Reaction and Allegations

Senegal’s government has strongly condemned the ruling, describing it as “illegal,” “deeply unjust,” and inconsistent with the principles of sporting fairness. Officials have gone further, alleging “suspected corruption” within CAF and calling for an independent international inquiry.

The Senegalese Football Federation has also announced plans to appeal the decision to the Court of Arbitration for Sport (CAS) in Switzerland, signaling that the dispute could escalate into a prolonged legal battle.

Legal and Regulatory Dispute

At the center of the controversy is a conflict between CAF’s disciplinary regulations and the broader laws of the game. CAF cited internal rules—specifically provisions governing match abandonment—to justify awarding Morocco a default 3–0 victory.

However, Senegal argues that under the globally recognized Laws of the Game, the referee has final authority over match outcomes, and the match had already been completed and validated on the field.

This legal tension has fueled criticism from players, officials, and analysts, some of whom warn that the ruling sets a “dangerous precedent” for overturning results after matches are concluded.

Morocco’s Position

Morocco’s football federation has defended the decision, stating that its appeal was not intended to challenge the sporting merit of Senegal’s performance, but rather to ensure proper enforcement of competition rules.

The ruling has been welcomed in Morocco, where the team is now officially recognized as AFCON champion.

Wider Implications

The controversy has triggered broader concerns about governance and transparency within African football. Critics have questioned whether political and institutional pressures influenced CAF’s decision-making, though no direct evidence has yet been publicly confirmed.

The dispute also risks deepening divisions within CAF and undermining confidence in the integrity of its competitions at a time when African football is seeking greater global prominence.

What Comes Next

With Senegal preparing an appeal to CAS and pressing for an independent investigation, the outcome of this dispute is likely to have lasting implications—not only for the 2025 AFCON title, but for the credibility of football governance across the continent.

CAF has not yet issued a detailed public response to the corruption allegations.
